As reported by the Liverpool Echo, the order was granted on 8 October after Wirral Council’s Anti-Social Behaviour Team presented evidence relating to longstanding problems associated with the address. The council said the action was supported by other council colleagues.

The premises, which the Liverpool Echo reported was the site of Dial Tyres, had been the subject of complaints including frequent visitors attending at all hours, noise disturbance, the burning of materials causing noxious fumes, and behaviour causing alarm and distress to residents and the wider community.

What did the court hear about the Dial Road site?

The court was told that there had also been numerous dog attacks involving animals kept at the site. Evidence further referred to cars being dumped in neighbouring roads, creating access problems for residents trying to reach their homes.

According to the Liverpool Echo, local residents were said to have experienced significant disruption to their daily lives and wellbeing over a prolonged period. Their complaints included persistent sleep deprivation, concerns for personal safety, intimidation by visitors to the property, and an inability to peacefully enjoy their homes.

Wirral Council confirmed on its website that a “closure order [had been] agreed against premises that caused misery to neighbours” in a news item published on 8 October 2026.

Why was the Closure Order granted?

A Closure Order is one of the strongest powers available to local authorities where premises are associated with serious nuisance, disorder or criminality. Councillor Jenny Johnson, chair of Wirral Council’s Tourism, Communities, Culture and Leisure Committee, welcomed the decision and said the council’s Anti-Social Behaviour Team had led the action with support from other colleagues.

As reported by the Liverpool Echo, Cllr Johnson said: “For far too long, this premises has not acted like a good neighbour at all – in fact, through a variety of actions and behaviours, it has made many residents’ lives a misery.”

She added: “A Closure Order is one of the strongest powers available to local authorities and is it used where premises are associated with serious nuisance, disorder, or criminality.”

Cllr Johnson also said she was “happy the court has supported the application for the order against this property”.

What happens if the order is breached?

Breaching a Closure Order is a criminal offence. The Liverpool Echo reported that a breach can result in imprisonment, a fine, or both.

The order runs for three months. The report did not name an individual or business as having been prosecuted in connection with the alleged antisocial behaviour; the court action concerned the closure of the premises.

Was the Dial Road site affected by a fire?

Yes. The Dial Road property was the location of a major fire last month. Merseyside Fire and Rescue Service lists the incident as a “Garage and House Fire, Tranmere” on Friday, 25 September 2026.

As reported by the Liverpool Echo, firefighters arrived at about 11.35pm on 25 September and found the Dial Tyres business on fire along with a neighbouring two-storey house. One person and two dogs were rescued from the burning property.

The fire service’s incident listing confirms the date and nature of the blaze, while the Liverpool Echo reported that 14 fire engines attended at the height of the incident.

How extensive was the September blaze?

The Liverpool Echo reported that the fire required a large-scale emergency response. Its earlier coverage of the blaze said the fire affected the garage business and an adjoining property in a confined area surrounded by terraced houses, with the garage understood to contain around 40 vehicles.

The Wirral Globe reported that the incident began with eight fire engines and an aerial appliance, before resources were increased. At its peak, 14 fire engines and an aerial appliance were deployed. The main body of the fire was extinguished at about 5.40am on Saturday, 26 September, with crews remaining to damp down hotspots.

The Wirral Globe also reported that road closures were put in place on Greenway Road and Church Road while Scottish Power worked to isolate electricity supplies. Firefighters finally left the scene at 9.41am on Monday, 28 September, after checks found no further signs of fire and temperatures had returned to normal.

The cause of the fire has not been revealed in the available reports.

What has the council said about resident impact?

Wirral Council’s public statement and the court evidence both centred on the effect of the premises on people living nearby. The council described the premises as having caused misery to neighbours, while the evidence presented to magistrates detailed repeated disruption, safety concerns and disturbance.

The Liverpool Echo reported that the Closure Order was intended to address serious nuisance associated with the address. The report did not state when the alleged behaviour began, beyond describing it as longstanding.

Background of the development

Dial Road is in Tranmere, an area of Birkenhead within the Wirral. The premises concerned was identified in local reporting as Dial Tyres, a garage business which was badly affected by a fire on 25 September 2026.

Merseyside Fire and Rescue Service’s incident log records the blaze as a garage and house fire in Tranmere. The service’s website lists the incident under its latest incidents section, confirming the date of the emergency response.

The Closure Order followed a separate council process led by its Anti-Social Behaviour Team. Wirral Council said the application was supported by a number of other council colleagues, although the available reports did not identify every department involved.

Closure orders are legal powers used by councils and police to restrict access to premises linked to serious nuisance, disorder or criminality. The order obtained in this case lasts for three months, and entering or using the premises in breach of its terms can constitute a criminal offence.

Prediction: What could this mean for Tranmere residents?

For residents living near Dial Road, the immediate effect of the Closure Order is likely to be a reduction in access to the premises during its three-month term. If the alleged sources of disturbance cease, neighbours may experience fewer late-night visits, less noise and fewer concerns about safety around the site.

The order may also give Wirral Council time to assess whether further action is needed once it expires. The council has not announced any longer-term plan for the site, and the available reports do not say whether the premises will reopen, be sold, repaired or face additional enforcement action.

For the wider Tranmere community, the case shows that persistent complaints about a premises can lead to court-backed closure action where evidence supports it. However, the long-term impact will depend on what happens after the three-month period and whether the conditions that led to the complaints are addressed.

For local businesses, the development is a reminder that premises can face closure proceedings where councils allege serious and persistent nuisance. The reports do not indicate that every business in the area faces similar action; the order relates specifically to the Dial Road premises considered by the court.
