As reported by the Liverpool Echo, Merseyside Police and Merseyside Fire and Rescue Service were called to Islington on Tuesday afternoon after reports of an unsafe building. A section of metal cladding had fallen from the student accommodation property, prompting firefighters to block the junction of Islington and Norton Street and cordon off a nearby pedestrian area.

The incident led to heavy congestion around London Road and nearby routes. Norton Street was initially closed in both directions before reopening between London Road and Islington at approximately 3pm. Islington, however, remained closed towards the city centre while crews assessed the building and secured the area.

Why Was Norton Street Closed?

Norton Street was closed after debris, understood to be metal cladding, fell from a student accommodation building near its junction with Islington. The closure was put in place to protect drivers and pedestrians while emergency services checked the site.

A spokesperson for Merseyside Fire and Rescue Service said: “Crews arrived to find debris had fallen from the building and they took action to block off the junction of Islington and Norton Street and cordoned off a pedestrian area.”

Firefighters requested support from Merseyside Police to manage traffic and maintain the cordons. Crews also contacted the building manager to arrange for a maintenance team to attend.

Photographs published by the Liverpool Echo showed a section of metal cladding that appeared to have fallen from the building. Another section appeared to be at risk of coming loose.

Which Roads Were Affected?

Both Islington and Norton Street were affected by the incident. Norton Street was initially closed in both directions, according to the Liverpool Echo, before reopening between London Road and Islington in the afternoon.

Islington remained closed towards the city centre. Merseyside Police attended the scene, with Norton Street closed between London Road and Islington, while a further cordon was being put in place between Islington and Low Hill.

Merseyside Fire and Rescue Service asked people to avoid the area where possible. “The incident is ongoing, please avoid the area if possible,” a spokesperson said.

What Did Emergency Services Say?

Merseyside Police said officers were asked to assist Merseyside Fire and Rescue Service with road closures while the incident was being dealt with. Officers helped manage traffic and maintain cordons around the affected area.

MFRS confirmed that crews attended Islington at its junction with Norton Street. The service said a pedestrian area remained cordoned off and that the building manager had been contacted so maintenance staff could attend.

The Liverpool Echo reported that the incident was ongoing during its earlier coverage and that the area could remain affected overnight.

Will the Road Reopen Soon?

The Liverpool Echo reported that Islington was expected to remain closed overnight, with essential works scheduled to take place on Wednesday, October 28.

Norton Street had partially reopened by mid-afternoon on Tuesday, although cordons remained around the affected junction and pedestrian area.

Liverpool City Council was approached for comment about the incident and the condition of the building.

Was Anyone Injured?

No injuries were identified in the available reporting. The Liverpool Echo described the response as a precautionary closure and safety operation after debris fell from the building.

Merseyside Fire and Rescue Service said crews found debris had fallen from the building and took action to block the junction and cordon a pedestrian area. The service did not report any casualties in the statements quoted by the newspaper.

What Caused the Cladding to Fall?

The available reports did not confirm what caused the cladding to fall. The Liverpool Echo reported that a piece of metal cladding fell from a student accommodation building and that another section appeared at risk of coming loose.

MFRS said its crews found debris had fallen from the building, blocked the junction and arranged for a maintenance team to attend through the building manager.

No official explanation was provided by Merseyside Police, MFRS or Liverpool City Council in the reported statements.

How Did the Incident Affect Traffic?

The closure caused congestion around London Road and nearby routes into the city centre. The Liverpool Echo reported that cordons remained in place on Islington and Norton Street as emergency services responded.

Drivers travelling towards Liverpool city centre faced disruption because Islington remained closed in that direction. Norton Street’s partial reopening reduced some disruption, but the wider cordon between Islington and Low Hill continued to affect the area.

Background of the Development

The affected location is at the junction of Islington and Norton Street, close to London Road and Low Hill in Liverpool city centre. The Liverpool Echo identified the building involved as student accommodation.

This was not the first time loose building panels have prompted an emergency response in the area. In March 2025, the Liverpool Echo reported that firefighters were called to London Road in Islington after reports of loose panels on a five-storey building. Crews removed three hazardous panels from the fifth floor and secured them inside the building, while Merseyside Police blocked London Road from Lidl to the Moss Street junction.

More recently, the Liverpool Echo reported that Park Lane in Liverpool city centre was blocked on October 25 after strong winds caused parts of a roof to come loose and fall into the road during Storm Boelo.

Liverpool City Council advises residents to report a building or structure if its condition presents an immediate safety risk to people in or around it. The council says immediate risks outside normal operating hours should be reported to emergency services.

How Could This Affect Commuters and Students?

For commuters, the closure of Islington towards the city centre is likely to cause delays around London Road, Norton Street and Low Hill until safety work is completed. Drivers should allow extra time, follow official diversions and avoid the cordoned area.

For students and residents living in or near the affected accommodation, the incident may mean restricted access around the building while maintenance teams secure the cladding. Pedestrians should stay outside cordoned areas, particularly near the junction of Islington and Norton Street.

For local businesses, continued congestion and restricted access could affect deliveries, customer visits and journey times. The situation may change once the essential works scheduled for Wednesday, October 28, are completed and authorities confirm the building is safe.
