The inspection was carried out on 7 July 2026, with the report published on 24 September 2026. It assessed the Dover Close school across achievement, attendance and behaviour, curriculum and teaching, early years, inclusion, leadership and governance, and personal development and wellbeing.

As reported by the Wirral Globe, the school fell below the expected standard in all seven key areas. Under Ofsted’s current report-card system, schools are assessed using five gradings: exceptional, strong standard, expected standard, needs attention, and urgent improvement. Cathcart Street Primary School received “needs attention” in each inspected area.

What Did Ofsted Say About Attendance And Behaviour?

Inspectors found that “many pupils are persistently absent”, contributing to attendance below the national average. The report also found that “too often” pupils “do not understand or follow” expectations for their behaviour.

The inspection noted that, while many pupils behave well, some become disengaged or call out during lessons. As reported by Birkenhead News, the report stated that some pupils “become disengaged or call out in lessons”.

The findings place attendance and behaviour among the school’s central areas for improvement. The Wirral Globe reported that improving the behaviour policy and attendance were among Ofsted’s main recommendations.

How Did Inspectors Assess Teaching And Achievement?

Ofsted found inconsistencies in teaching, including in the teaching of basic skills in reading, writing and mathematics. The report said these basic skills were not being taught “consistently well”, and that teaching approaches were not always well adapted to the needs of pupils with special educational needs and/or disabilities.

The report stated:

“Some pupils with special educational needs and/or disabilities and those who may face other barriers to learning do not achieve as well as they should. Pupils are not fully prepared for their next steps in education.”

Inspectors also identified gaps in pupils’ knowledge of other cultures and faiths. According to the report, this means pupils are “not as well prepared as they should be for life in diverse modern Britain”.

What Did The Report Say About Early Years And Inclusion?

The inspection assessed early years and inclusion as areas requiring attention, alongside leadership and governance. The Wirral Globe reported that inspectors identified “inconsistent SEND support” and said not all pupils received the same level of support to overcome barriers and achieve well.

The report recommended that teaching approaches be “well-matched” to pupils’ needs and that variability in teaching be reduced to narrow gaps in learning. It also called for improved support for pupils with additional needs.

What Positives Did Ofsted Identify?

Despite the concerns, inspectors highlighted several strengths at the school. Pupils were found to feel welcome and safe, and to have positive and trusting relationships with staff.

The school was also praised for responding swiftly and effectively to bullying. Inspectors recognised that the curriculum being delivered was well organised and was beginning to strengthen children’s knowledge and skills.

The report acknowledged that training introduced to improve aspects of teaching quality was “beginning to bear fruit”, although it said this work remained at an early stage.

What Has The Headteacher Said?

Catherine Cookson, headteacher of Cathcart Street Primary School, said Ofsted’s findings “were not unexpected”.

As reported by Birkenhead News, Ms Cookson said:

“We are pleased that the recent inspection highlighted a number of positives, including the warm and trusting relationship that exists between pupils and staff, the strong pastoral support in place for children and families and that the curriculum we are delivering is well-organised and is beginning to strengthen children’s knowledge and skills.”

She added:

“The areas identified for development were not unexpected. Our leadership team had already identified the need to improve consistency in teaching, raise outcomes in reading, writing and mathematics, strengthen attendance and improve support for pupils with additional needs.”

Ms Cookson said the school had already started addressing the issues, and that this had been acknowledged by inspectors, although it was too early to measure the full impact of the improvements.

She said:

“We are excited about the future of the school. We are ambitious and committed to providing the very best education and opportunities for every child in our school.”

What Are Ofsted’s Recommendations For The School?

The inspection report’s main recommendations, as reported by the Wirral Globe, are to ensure teaching approaches are well matched to pupils’ needs, reduce variability in teaching to close gaps in learning, and improve behaviour and attendance.

The findings also point to the need to raise outcomes in reading, writing and mathematics and strengthen support for pupils with additional needs. The school’s leadership team has said these priorities had already been identified before the inspection.

Background Of The Development

Cathcart Street Primary School is a community primary school and nursery on Dover Close in Birkenhead, serving children aged 2 to 11. The school’s previous Ofsted inspection, published in May 2024, recorded an overall judgement of “requires improvement”.

Ofsted no longer issues a single overall effectiveness judgement for state-funded schools inspected from September 2024 onwards. Instead, it uses report cards that assess different areas of a school’s work separately. The latest report follows an inspection on 7 July 2026 and was published by Ofsted on 24 September 2026.

The story was reported by Birkenhead News, the Liverpool Echo and the Wirral Globe, each drawing on the published Ofsted report and the headteacher’s response.

Prediction: What Could This Mean For Pupils And Parents?

For parents and carers, the report is likely to increase focus on whether the school can improve attendance, behaviour and consistency in classroom teaching. The identified priorities suggest that families may see strengthened monitoring of absence, clearer behaviour expectations and additional support for pupils with special educational needs and/or disabilities.

For pupils, the school’s stated actions could affect daily experience through more consistent teaching, improved support for barriers to learning, and continued pastoral care. The headteacher has said improvements have already started, although the inspection found it too early to measure their full impact.

For the wider school community, future inspections and published performance information are likely to be used to assess whether attendance rises, gaps in learning narrow, and support for pupils with additional needs becomes more consistent. The report’s recommendations provide the immediate framework against which that progress may be judged.
